Plan for Delivery, People Manager(s) or Delivery Resource(s)

Description

The resources and costs to support the proposal are defined and planned.  This process is performed in parallel with the preparation of the proposal.  The plan for delivery is usually prepared by the individual or suppliers that will be carrying out the work once an order has been received.  This ensures that the estimates are aligned to supplier purchase orders.

If the work meets the project criteria, a project executive and project manager are identified and involved in the preparation of the plan.  The resources planning the work may carry out abbreviated 'starting up a project', 'planning', and 'initiating a project' to ensure that there will be a good base of information for the project to start when the order is received.  These costs form part of the pre-sales cost forecast.  The project executive may be the Contract Owner.

If the work is not a project, a simplified 'planning' process may be used along with the People Management process to allocate resource assignments for the work.

The plans must be kept up to date during any negotiations.  Also any information used to define resource contracts should be reviewed with the resources to ensure the work can be completed within the resource forecast.

After the order is received, the formal appointment of the project executive and project manager or delivery resources is initiated through the people management process.  The completion of the assignment of the resources formally starts the delivery of the agreed services.

NOTE:  For small projects, the planning information may only be in the proposal.  In this case, no other plan is required.
