Prepare Resource Requirements, Unit Manager

Description

This guideline helps the unit manager prepare resource requirements for the team.   The unit manager may use this to help with preparation of the operating plan.

 

Based upon forecasts and plans, the unit manager identifies the personnel required to meet the objectives and strategies.

 

The total resource requirements for a team include any existing resource assignments (current commitments) and any future requirements.  The future requirements may be identified using both generic resources and assignments (projects, contracts, etc).  

 

The generic resources may represent a permanent hire or temporary resource.  These assumptions of the generic resources are entered in the operating plan for the team and once approved provide pre-approved authorisation as long as the team stays within budgeted operating tolerance.

 

The generic assignments represent targets for sales and tracking forecast backlog.  Increases to the numbers of actual assignments may indicate a need to reforecast or replan while shortfalls in forecasted assignments may indicate a need to reduce resource availability or share resources with other groups.  

 

The unit manager is responsible for the cost forecasts of the resource.  These costs are generally set as a standard cost for assignments.  The unit manager is responsible for meeting the direct resource utilisation targets set for the team.  Any under-recovery or over-recovery beyond recovery targets is cause to raise an exception.

 

A skill inventory is also maintained and critical skills are highlighted.  Critical skill mix and availability is identified.  Job Descriptions are defined for each job to be filled.  The capability and capacity is monitored through the People Management Process as assignments are made.

 

Annual planning guidelines are also prepared according to the Business Management Calendar.
