People
The design of the capability starts by identifying the core work performed by the people in the organisational unit.
The core work requires a unique set of skills, knowledge and experience to carry out the specialist roles within the unit.

The processes describe 'what' work to do and 'how' this work is carried out. The processes used within the unit also describe the interfaces with other processes or other units that carry out other parts of the core work.
Processes are generally role based rather than job based. This provides the maximum flexibility within an organization to carry out the work.
In order to carry out the work, people need a place to work and tools to help complete the work. This area ensures that the necessary tools and facilities are in place to support the people performing the work.
Note: The IT System tools are identified for each process. Training is identified to support these tools.

Element Interactions
The element interactions are just as important as the elements themselves.
These interactions must be coherent and implemented otherwise the resulting capability may not be as effective and efficient or achieve its purpose.
These are:
