Identify Change Requirements, Process Improvement Manager, Process Executive, Process Manager, Business Change Manager
Description
Process requirements are established and goals and measurements defined. This includes:
- Identify any changes to the Organisational Blueprint (See Process Architecture).
- Establish the purpose of a process and fit in the top level set of processes (See Process Architecture)
- Identify any requirements placed on the processes by external standards (see cross references)
- Identify any process risk areas that must be addressed and tracked.
- Identify any measurements and goals
- Identify the target process maturity level to achieve (Harrington's book or the CMMI / / COBIT / TickIT books.).
- Identify the overall approach to achieving the requirements (ie a simple process first, followed by a full process).
Selecting the correct initial process maturity level is critical to balancing speed and cost of implementation. In many cases, the 80 / 20 rule does provide a good measure of implementation benefits in a short time. The maturity level target is documented in the implementation approach.
Various passes through this process management life cycle may be required to achieve the target levels. The approach and overall strategy capture these decisions, for example, the initial process may be implemented in early passes and evaluation and selection of tools in later passes. In all cases, changes to the process will be piloted to ensure that the change will meet the requirements and achieve expected benefits.

Audit Criteria
- Process Executive and Process Manager Identified for the process and business change
- Process requirements, risks and measures documented and reviewed.
- The approach to implementation of the process or business change has been agreed
